Supervisor I (Operations), Scattered Site Housing Program

The Scattered Site Housing Program (SSHP) - Queens is a community based, permanent, independent apartment housing program for HIV/AIDS Services Administration (HASA) clients.  This program provides 140 units of scattered site housing and all units are leased in the agency's name.  Seventy-five percent of the units are for single individuals and twenty-five percent are for families.  Both case management and housing maintenance services are provided.  In addition, clients receive partial financial assistance with their utility bills.  Clients with income other than Public Assistance must pay thirty percent of their household's income to the program as rent.   ​

Essential Duties and Responsibilities:  The person filling this position is expected, under general direction, to ensure the smooth day-to-day running and supervision of program-related staff and services in accordance with all program goals, targets, and performance outcomes and all CAMBA and program policies, procedures, and protocols; including the following:

 

  • Maintain professional relationships with clients and client confidentiality.
  • Practice Universal Precautions/Standard Protocol & Procedures.
  • Comply with any and all Federal, State, City and CAMBA security and privacy polices intended to protect the security and privacy of individually identifiable health information.
    • Communicate effectively with customers, direct reporting staff, peers, supervisors, and funders.
    • Plan and organize program activities to maximize program contract's goals and performance targets.
    • Motivate, coach and counsel direct reporting staff to excel.
    • Improve teamwork among direct reporting staff as well as among peers.
    • Troubleshoot customer and direct reporting staff program problems, and make decisions in accordance with program policies, procedures, and protocols.
    • Work with direct reporting staff to improve work performance through customer feedback, training, and other appropriate mechanisms.
    • Overcome resistance to change from customers, direct reporting staff, and supervisors/funders.
    • Administer constructive discipline to direct reporting staff, as needed.
    • Manage own time effectively and coordinate program activities to maximize time of direct reporting staff.
  • Lead and participate in administrative and staff meetings as requested.
  • Provide all required information for weekly/monthly/quarterly/semester/annual reports to CAMBA management and/or to funders.
  • Review and sign timesheets.
  • Prepare performance appraisals for direct reporting staff.
  • Identify studio and/or one bedroom apartment for eligible clients and Obtain leases and other required documentation in order to process leases and submit leases for review to Program Manager/ Program Director in a timely manner.
  • Ensure that apartment units are ready prior to occupancy.
  • Coordinate with utilities companies to activate utilities.
  • Act as liaison between Case Managers, maintenance workers, and the Fiscal Department to address various issues i.e. housing plans, maintenance work/repairs, fiscal issues.
  • Keep track of expiration dates of leases.
  • Review all signed work orders to ensure work has been done.
  • Review all utility bills and submit to Fiscal Department.
  • Investigate clients' complaints of unpaid utility bills; case conference with case manager and client, if necessary. 
  • Maintain accurate records (i.e. furniture, maintenance supplies, food, office stock) on premises and/or in community-based apartments,
  • Request Emergency Assistance to assist clients in paying clients' portion of utility bills, if needed.
  • Respond immediately to emergencies
  • Provide all required information for weekly/monthly/quarterly/annual reports to CAMBA management and/or to funders.
  • May have direct client service/program responsibilities in addition to the above.
  • Tasks may be modified, expanded and/or assigned over time.
