Program Manager for Database Administration, Program Evaluation and Data Analysis

CAMBA's Program Evaluation and Data Analysis Department maintains the agency's client tracking database (including client demographics, service delivery and outcomes), and agency-wide program dashboards. We train program staff in data entry, and generate reports for agency executive and managers, as well as for funders. We design program evaluation projects (sometimes along with external researchers at universities and research organizations), collect and analyze data, and report on results.​

ESSENTIAL DUTIES AND RESPONSIBILITIES:  The person filling this position is expected, under general direction, to: (1) manage database administrators who maintain and enhance a CAMBA-wide database, and troubleshoot errors; (2) research and recommend solutions for client tracking database, data integration, project management, and other software for client tracking and department operations; and (3) train and supervise staff in data migration, report development and other tasks, as needed; including the following:

  • Maintain professional relationships with clients and client confidentiality.
  • Practice Universal Precautions/Standard Protocol & Procedures.
  • Comply with any and all Federal, State, City and CAMBA security and privacy polices intended to protect the security and privacy of individually identifiable health information.
  • Supervise a team of database administrators who maintain a client tracking database.
  • Delegate project tasks based on staff members' individual strengths, skill sets and experience levels.
  • Manage and implement projects.
  • Convert business requirements into functional requirements.
  • Maintain communication with supervisor and program staff involved concerning all design tasks.
  • Develop and document all project/program activities.
  • Oversee all project/program operations and manage direct reporting staff and their subordinates.
  • Use and continually develop leadership skills.
  • Tasks may be modified, expanded and/or assigned over time.

MINIMUM EDUCATION/EXPERIENCE REQUIRED:

  • ​Master's Degree (M.A.) and five years of applicable experience, two years of management experience and/or equivalent experience.
OTHER REQUIREMENTS:
  • Database: SQL Server 2012/2008/2005, Microsoft Access.
  • Tools & technologies: SQL Server Management Studio, Business Intelligence Development studio (BIDS), SQL Profiler, Query Analyzer, Export & Import, SSRS and SQL Configuration Tools, Internet Information Services(IIS).
  • ETL tools: Data Transformation Services, SQL Server Integration Services, Import Export Data, Bulk Insert, Alteryx
  • Data modeling tools: ERWIN, MS Visio
  • Programming languages: T-SQL, JAVA, C#, VB.Net ASP.NET, Visual Basic 6.0, VBA
  • Reporting tools: SSRS, Crystal Reports, MS Access, MS Excel
  • Project management tools: Microsoft Project
