Program Manager, Supportive Housing Programs

CAMBA/CHV – CAMBA Housing Ventures, Inc. (CHV)'s mission is to develop sustainable and energy efficient buildings that provide safe and affordable housing for low-income and formerly homeless families and individuals.  CHV's portfolio of completed or in progress developments are located throughout New York City, including work-out acquisition, new construction, rehabilitation and preservation.  To date, CHV has completed 11 developments totaling 1,955 units in New York City, representing $587 million in public and private investment CHV's goal is to create or preserve 2,500 units by 2020. As owner/developer, CHV retains third party property management to manage completed developments. CHV is responsible for managing the third party companies and maintaining our properties to the highest standard, maintaining compliance with all regulations and ensuring the property is financially stable. In the majority of CHV developments, CAMBA provides on-site social services available to all tenants and 24/7 security.


Essential Duties and Responsibilities:  The person filling this position is expected, under general direction, to: (1) assist, direct and manage the facility management functions of the assigned Supportive Housing locations- HVAC, lighting, electrical, plumbing, grounds maintenance; (2) assist in program and (sub) contract development, oversee regulatory compliance, policy and systems development regarding facilities management; (3) interact with vendors, property managers and sub-contractors on a regular basis; including the following:

  • Provide assistance in the oversite of facility operations with preventative maintenance, predictive maintenance and projects.
  • Support Program Director/Property Management company in maintenance and facilities issues such as performing and teaching maintenance duties, light construction, exterior clean up, furniture moves, simple electric projects, painting and buffing floors. 
  • Research and procure outside maintenance support using subcontractors where required.
  • Assist in the planning and management of all special projects.
  • In coordination with the Program Director, manage the internal facility inspections, maintenance, repairs, electrical, plumbing and HVAC systems to ensure optimal operating results.
  • Effectively plan and develop facility, maintenance, and operation systems to ensure effective delivery of services.
  • Develop and implement procedures for measuring and documenting appropriate facility operations.
  • Prepare, review and ensure the accuracy and timeliness of, reports and statistical information for both CAMBA/CHV management and funder use.
  • Analyze program and demographic data to make programmatic improvements.

Minimum Education/Experience Required:

  • Bachelor's Degree (B.A. or B.S.) and three years of applicable experience and/or equivalent experience.
  • Strong computer skills, knowledge & strong working experience with Excel and generating reports.

 

Other Requirements:

  • Ability to be on call 24 hours a day, 7 days a week.
  • Must have all the appropriate training and licenses in such areas as boilers, HVAC (heating, ventilation and air conditioning) and fire safety.
  • Must have completed OSHA 10 certification upon hire or within 90 days of hire.
