Assistant Program Manager, Bronx Supportive Housing

Who We Are: CAMBA is a community of staff, volunteers, clients, donors, neighbors and partners who work together to build an inclusive New York City, where all children and adults have access to the resources and supports they need to thrive.  We take a comprehensive approach by offering more than 160 integrated programs in:  Education & Youth Development, Family Support, Job Training & Employment Support Services, Health, Housing, and Legal Services. We reach more than 65,000 individuals and families each year at our 90 locations, including 20,000 youth.  CAMBA serves a diverse cross section of New Yorkers from new mothers in Brownsville to job seekers in the Rockaways. More than half of our clients are immigrants and refugees from around the globe. Over 85% of our families are in living in poverty, reflecting the challenges faced by nearly 1.7 million New Yorkers today.

PROGRAM(S): CAMBA operates 7 Permanent Supportive Housing Programs in Harlem and The Bronx that require supervision by a security staff. These housing programs are funded by NYC Department of Health and Mental Hygiene, NYS Office of Mental Health, NYC Department of Homeless Services and NYC Human Resources Administration.  Each supportive housing program offers clients a supportive, structured therapeutic, safe, and drug-free facility.  Tenants (often mentally-ill and substance-abusing) men and women are provided with comprehensive services to successfully maintain his/her apartment in the permanent supportive housing programs.  Specifically, Via Vyse is located in the East Morrisiana section of The Bronx. The majority of these clients are dually diagnosed with mental illness and substance abuse. There are 44 individuals and 17 families that reside at Via Vyse.

 

Essential Duties and Responsibilities:  The person filling this position is expected, under general direction, to ensure the smooth day-to-day running, coordination and supervision of security, maintenance and operation staff in accordance with all program goals and all CAMBA and program policies, procedures, and protocols; including the following: 

 

  • Maintain professional relationships with clients and client confidentiality.
  • Practice Universal Precautions/Standard Protocol & Procedures.
  • Comply with any and all Federal, State, City and CAMBA security and privacy polices intended to protect the security and privacy of individually identifiable health information.
  • Oversight of security operations at designated CAMBA sites.
  • Understand all aspects of contract requirements and communicate this understanding to staff.
  • Communicate with peers in other CAMBA programs and external agencies on issues related to client progress and best practices.
  • Work with staff to set realistic weekly and monthly performance targets in accordance with contract requirements.
  • Observe direct reporting staff engaging with clients and/or supervisory staff.
  • Conduct periodic internal file review and implement Quality Assurance measures as needed to ensure quality service delivery to clients (i.e.-address and investigate client complaints).
  • Assist the Program Director in providing oversight for all aspects of the program in his/her absence.
  • Prepare reports and statistical information for both CAMBA management and funder use.
  • Assist in the analysis of program and demographic client data to make programmatic improvements.
  • Organize onsite and offsite training opportunities for professional development of staff.
  • Confer with the Program Manager, Program Director, and/or other CAMBA management staff as needed regarding programmatic and personnel issues.
  • Troubleshoot client and direct reporting staff program problems and make decisions in accordance with program policies, procedures, and protocols.
  • Develop and implement crisis prevention and/or intervention strategies to ensure a safe and secure environment.
  • Provide assistance and follow-up in regards to critical incidents with clients. 
  • Develop, implement and manage facility security and preventive maintenance plan.
  • Oversee and ensure the daily security and maintenance of the facilities.
  • Liaison with property managers regarding apartment and building  repairs/issues
  • Conduct scheduling, planning and training of security staff to ensure that security arrangements are compliant with funder requirements.
  • Maintain security equipment and tools, including surveillance systems.
  • Liaison with community leaders and groups to build connections, gain support and troubleshoot issues/concerns.
  • Ensure staff utilization of electronic database and conduct oversight to ensure data integrity.

    MINIMUM EDUCATION/EXPERIENCE REQUIRED:
    1. Bachelor's degree (B.A.) and two years of applicable experience and/or equivalent experience.

       

      OTHER REQUIREMENTS:
  • Must be fingerprinted and obtain Criminal History Checks" (CHC) with Justice Center for the Protection of Vulnerable People with Special Needs.
  • Ability to maintain fingerprint clearance throughout the duration of employment.
  • As a Mandated Reporter, you must immediately report suspected incidents/cases of abuse and neglect to the Vulnerable Persons Central Register (VPCR) Hotline at 1-855-373-2122 and complete a CAMBA Incident Report.
    1. Ability to be on call 24 hours a day, 7 days a week.​
