Program Manager (Fund Accounting Systems), Fiscal Department

CAMBA's Fiscal Department provides fiscal administration including accounting, budgeting, procurement services and procedures for numerous city/state/federal contracts and/or private grants.  In addition, the Fiscal Department recommends financial alternatives to assure that fiscal objectives and priorities are met.​

Essential Duties and Responsibilities:  The person filling this position is expected, under general direction, to: (1) Plan, implement and manage the conversion of the fiscal accounting system to a Cloud based accounting system; (2) Manage and maintain fund accounting system; and, (3) participate in program design; including the following: 


  • Spearhead the rollout of the new Cloud-based fund accounting system both within the Fiscal Department and agency wide.
  • Manage own time effectively in order to meet strict deadlines.
  • Communicate to fund accounting system end users their deadlines and follow up as necessary to ensure that those deadlines are met.
  • Provide and ensure technical assistance and training is provided to fund accounting system end users.
  • Manage and maintain the fund accounting system as a system administrator (i.e. establish program accounts, maintain the Chart of Accounts, perform system repairs/upgrades as needed, perform FYE close as directed by Chief Financial Officer, etc.).
  • Oversee the preparation of Program Head Counts, Rollover and contract reports and statistical information for both CAMBA management and funder use.
  • Supervise administration of the CAMBA Gas Card Program.
  • Review and maintain Vendor MWBE information within the fund accounting system.
  • Ensure Authorized Purchasers Lists are updated regularly and accurate and CFDA Records are maintained for all programs.
  • Communicate effectively with CAMBA vendors (i.e., our primary business partners) and peers in other CAMBA programs on Fiscal program issues.
  • Work with staff (2 fiscal analysts) to set realistic weekly and monthly performance targets in accordance with contract requirements.
  • Develop and implement CAMBA Fiscal Policies and Procedures.
  • Observe direct reporting staff engaging with other staff and/or supervisory staff.
  • Participate in staff/funder/community/vendor and all outside agency meetings as requested.
  • Review and sign time sheets.
  • Prepare performance appraisals for direct reporting staff.
  • Assist in the implementation of organization wide new business processes.
  • Immediately report to the appropriate PD/VP/SVP/EVP any significant events and/or any incident that might subject CAMBA to liability.
  • Make hiring and firing recommendations to appropriate PD/VP/SVP/EVP (in consultation and agreement with Human Resources).



Bachelor's degree in Accounting or Finance and three years of applicable experience and/or equivalent experience.



  • Experience with large scale project management (meeting deadlines, managing data conversion, assisting end users through technical issues, etc.) required.
  • Experience with Cloud-based fund accounting systems required.
  • Prior supervisory experience required.
