Program Analyst, HomeBase

HomeBase, CAMBA's homelessness prevention initiative began in 2004. This is a CAMBA program that has been providing case management and essential services to increasing numbers of clients. In the last year alone, we served close to 5000 families who were at high risk for entering the New York City shelter system. These individuals and families live in Brooklyn and Staten Island.  Individuals and families receive services that help them overcome problems with public benefits, housing, education, health care and other issues that could impede their ability to maintain stable households.

Essential Duties and Responsibilities include the following.  Other duties may be assigned.

HomeBase uses several data sets that are updated continuously about individuals at risk of homelessness (e.g., from housing court), and about areas in Brooklyn and Staten Island where residents' housing may be in jeopardy (e.g., due to building violations, gentrifying areas, etc.).

The Program Analyst will:

  • Use data from all sources to develop more precise locations in Brooklyn and Staten Island where outreach efforts should be concentrated
  • This would include managing the data sets by:
    • Merging various datasets that originate from different sources and have different formats
    • Cleaning the data
    • Identifying geographical areas of high risk for insecure housing
    • Mapping these data (and using other data visualization techniques), and communicating the information to program staff
  • Perform other duties as assignedQualifications:
  • Bachelor's degree, or in the absence of such a degree the equivalent combination of education and at least 1 year of experience in data management; preferably in a non-profit/social service setting
  • Demonstrated track record of excellence and integrity working with data reporting and verification
  • Demonstrated proficiency working with data collection applications and software
  • Demonstrated proficiency in Excel, Access and MS Office
  • Experience using ArcGIS, QGIS or other geospatial mapping tools
  • Experience with SQL (Structured Query language) programming
  • Experience in quality assurance and data management of large datasets
  • Excellent oral and written communication skills with exceptional people skills
  • Excellent communication skills, including the ability to communicate effectively with both technical and non-technical audiences
  • Demonstrated capacity to work in fast paced environment to meet critical deadlines
  • Excellent interpersonal skills with ability to interact culturally, linguistically, and diplomatically with diverse internal and external individuals
  • Takes initiative, is self-motivated, resourceful, detail oriented, dependable and has a strong attention to detail
  • Knowledge of other programming languages (e.g., Java or Python) is a plus.
  • Familiar with HomeBase program and why data analysis is important to our overall outreach strategy both within CAMBA and to our community partners
  • Provide input regarding data to assist with the implementation of our marketing and outreach strategies
  • Observe community liaisons conducting outreach in Brooklyn and Staten Island
